Who is covered under NEAP?
Everyone doing work covered by a collective bargaining agreement which contains the NEAP standard contract language - including seasonal employees, employees working under school/work programs, groundsmen, all levels of apprentices, pre-apprentices, and unindentured apprentices.

Is union membership required in order to participate in NEAP?
No. NEAP contributions are required on all workers doing work covered by the collective bargaining agreement regardless of union membership or affiliation.

Can the standard contract language for NEAP be changed in negotiating a collective bargaining agreement?
No. The NEAP standard contract language cannot be changed or modified except by the Plan’s Trustees.

What is a Participation Agreement?
A Participation Agreement allows a covered employer to make NEAP contributions on behalf of its non-bargaining employees.
